A career across full-spectrum special operations, HUMINT and counterintelligence operations, and joint intelligence planning at theater and combatant-command level — including a congressionally mandated activity of more than 350 personnel. Executive Director of the Milwaukee Regional Medical Center since 2014, leading Southeast Wisconsin's only academic medical center campus — governance, external affairs, and partnerships across its member organizations, local and regional business, and government and health leaders. More than 25 years of organizational leadership across public, private, and not-for-profit sectors, including a vice presidency in the commercial construction industry, and service at the federal, state, and municipal levels. A former United States Marine Corps lieutenant colonel. Bachelor of Science, United States Naval Academy; Master of Public Administration, University of Wisconsin–Madison. Advises ARC on enterprise growth, capture discipline, and governance.

Marc McMullin

Senior and executive leadership · thirty-plus years · Marine Corps veteran

More than thirty years of senior and executive leadership, most recently building distribution strategy and partner networks across national carriers and marketing organizations — business planning, market expansion, and the recruitment, development, and retention of independent professional advisors. The same problem ARC solves in a different industry. A Marine Corps veteran who continues to serve through the American Legion and as chaplain of a Marine Corps League detachment. Advises ARC on teaming and partner strategy and on growing and holding its professional bench.

Direct award & set-asides

As an SBA-Certified SDVOSB, ARC is eligible for service-disabled veteran-owned set-aside and sole-source awards under FAR subpart 19.14, within applicable size standards and thresholds.

Subcontract & teaming

ARC supports primes carrying small-business subcontracting plans under FAR 52.219-9, and teams as a certified SDVOSB partner on Department of Defense and Interagency requirements.

Joint venture

ARC Umbra, an SDVOSB joint venture, is structured for set-aside capture where a combined past performance and capacity profile is required.
